Phase 1 is comprised of Towne Gardens South, a landmark affordable housing development of an 18-acre campus on Buffalo's historic East Side. BFC acquired the 360-unit Section 8 complex out of foreclosure in March 2025- stepping in to rescue a community that had suffered decades of neglect, deferred maintenance, and unsafe living conditions. Comprehensive renovations rely on $126 million in financing secured from New York State HCR, Wells Fargo, and Freddie Mac.
Phase 2 will transform a vacant retail plaza into Towne Gardens North, a new seven-story building adding 300 affordable apartments above retail and community space. Together, the two phases represent part of nearly $800 million in investment on Buffalo's East Side and a model for how comprehensive, community-centered affordable housing redevelopment gets done.
