
Empire Outlets is New York City's first and only outlet mall — a 340,000 square foot retail and dining complex on the St. George waterfront, steps from the Staten Island Ferry Terminal. Designed by SHoP Architects and developed by BFC Partners, the project opened in 2019.
Beyond the retail, Empire Outlets represented a major public infrastructure investment in Staten Island's North Shore. BFC built a new three-level commuter parking garage serving thousands of daily ferry riders, flood resiliency measures protecting the MTA's Staten Island Railway control center, road upgrades, and a new deck over MTA tracks — all as part of the development.
