West Brighton is Staten Island's first Permanent Affordability Commitment Together (PACT) project — and one of the most significant public housing investments in the borough's history. Selected by NYCHA and resident leaders in 2023, BFC Partners leads a team that is delivering $332 million in comprehensive renovations to 586 residential units . The project converts all units to Project-Based Section 8, securing permanent affordability for over 1,300 residents.
Renovations address all capital needs — new kitchens and bathrooms, façade restorations, roof repairs, upgraded ventilation, new security systems, fully modernized building infrastructure and campus-wide site improvements. Eight apartment buildings and 8 one-story bungalows are being reactivated, with one converted into a new senior center. Residents are temporarily relocated on-site during renovations and swiftly returned to fully improved apartments. West Brighton brings BFC's total investment on Staten Island's North Shore to over $1 billion.
